Description
Asbestos pipe lagging is one of the most hazardous asbestos-containing materials (ACMs) found in buildings. It was applied to hot-water pipes, heating ducts, steam mains, and boiler vessels to prevent heat loss and protect against freezing. The lagging typically consists of a preformed or hand-applied mixture of amosite (brown asbestos) or chrysotile (white asbestos) fibres bound with calcium silicate or magite plaster. Some formulations contain close to 100 % asbestos by weight.
Pipe lagging was installed in vast quantities across the United Kingdom, United States, Australia, Canada, and Western Europe from the 1920s through the late 1970s, with peak usage during the post-war building boom of the 1950s and 1960s. Schools, hospitals, factories, power stations, and residential heating systems all received asbestos lagging as standard practice.
Because the material is friable, even minor physical contact, vibration, or water damage can release respirable asbestos fibres into the air. Deteriorated lagging that is crumbling or hanging loose presents an acute inhalation hazard. Health outcomes associated with exposure to disturbed pipe lagging include mesothelioma, asbestosis, and lung cancer, often with latency periods of 20 to 50 years.
Pipe lagging is frequently encountered during refurbishment, demolition, or routine maintenance work. In the UK, the Control of Asbestos Regulations 2012 (CAR 2012) requires duty holders to manage lagging in situ or arrange for licensed removal. In the US, OSHA Standard 1926.1101 and EPA NESHAP regulations govern its disturbance and disposal. Any work that may disturb asbestos pipe lagging must be carried out by a licensed contractor with full respiratory protection and controlled wetting.

Look for a thick, fibrous wrap around pipes, usually white, grey, or light brown in colour. The surface may be covered with canvas, hessian cloth, or paint. Damaged sections will reveal a soft, fibrous interior that crumbles easily. Modern foam or fibreglass insulation is smoother and more elastic by comparison.
