L'amiante est totalement interdit dans ce pays. Tout usage, commerce, importation et fabrication de matériaux contenant de l'amiante est interdit. L'amiante existant dans les bâtiments nécessite toujours des professionnels certifiés pour une élimination sûre.
France banned all forms of asbestos on 1 January 1997 by Decree No. 96-1133 of 24 December 1996, prohibiting the manufacture, import, sale and transfer of any product containing asbestos. France was one of the largest consumers of asbestos in Europe before the ban, and an estimated 20-30 million tonnes of asbestos-containing materials remain in existing buildings.
Asbestos work is strictly regulated under the French Labour Code (Code du Travail) through two distinct categories:
The occupational exposure limit (VLEP) is 10 fibres per litre of air (8-hour average), one of the strictest in the world. Respiratory protection is mandatory above 5 f/L. All measurements must use transmission electron microscopy (META). Workers are subject to enhanced medical surveillance (SIRT).
Asbestos waste must be double-bagged with "AMIANTE" labelling, tracked via the electronic BSDA system on the Trackdéchets platform, and transported under ADR hazardous goods regulations to authorized hazardous waste facilities (ISDD). Penalties for non-compliance include criminal prosecution.

Sous-section 3 (SS3): Covers asbestos removal (désamiantage) and encapsulation. Companies must hold NF X46-010 certification from accredited bodies (Afnor, Qualibat, etc.). A detailed Asbestos Removal/Encapsulation Plan (PRE) must be submitted to the labour inspectorate at least one month before work begins. Full containment with negative pressure and HEPA filtration is mandatory.
Sous-section 4 (SS4): Covers maintenance, repair and intervention work that may disturb asbestos without the primary goal of removing it. No company certification is required, but all workers must complete mandatory training. A detailed "mode opératoire" must be prepared for each process and submitted to authorities.
