Congoleum Corporation

Congoleum Corporation, originally known as Congoleum-Nairn, traces its roots to 1886 and became one of the most prolific manufacturers of asbestos-containing flooring products in the United States. The company produced an extensive range of vinyl-asbestos floor tiles and sheet flooring products under numerous brand names including Gold Seal, Nairon, Fashionflor, Cushionflor, Flor-Ever, Pacemaker, Ultrafloor, Dynasty, Vinylbest, and many others. These products were installed in millions of American homes, schools, hospitals, and commercial buildings from the 1950s through the early 1980s.

Congoleum's product portfolio was remarkably broad. The company manufactured standard 9x9-inch and 12x12-inch vinyl-asbestos tiles in dozens of patterns and colors under brand names like Vinylbest and Supertile. Their sheet flooring lines, including Cushionflor and Fashionflor, used asbestos-containing felt as a backing material. Perhaps most unusually, Congoleum also marketed the "Flor-Ever Vinyl Countertop," a product that brought asbestos-containing material into kitchen work surfaces -- a location where cutting, abrasion, and daily wear could release fibers.

The asbestos in Congoleum products served multiple functions: reinforcing the vinyl matrix, improving fire resistance, and enhancing dimensional stability. Chrysotile asbestos was the predominant fiber type used. In vinyl-asbestos tiles, asbestos content typically ranged from 5% to 25%, while the felt backing in sheet flooring products could contain significantly higher concentrations. The cutback adhesives used to install these products also frequently contained asbestos.

Congoleum filed for Chapter 11 bankruptcy protection in 2003 due to the mounting volume of asbestos personal injury claims. After years of reorganization, the Congoleum Plan Trust was established in 2010 to process and pay claims from individuals who developed asbestos-related diseases from exposure to Congoleum products. The Trust continues to accept and evaluate claims.

While Congoleum has emerged from bankruptcy and continues to manufacture flooring products without asbestos, the legacy of their asbestos-containing products persists. Millions of Congoleum vinyl-asbestos tiles and sheet flooring products remain in place in buildings across the United States and Canada. These materials are frequently encountered during renovation and demolition work, posing an ongoing exposure risk to construction workers and building occupants when disturbed.
