Why air monitoring is the primary control verification tool
Engineering controls — enclosures, negative pressure units, airlocks, decontamination units — reduce fibre release but do not eliminate it. Air monitoring provides the quantitative evidence that controls are performing as intended. Without it, a removal contractor can complete a job, issue a certificate of reoccupation, and leave — with no objective evidence that the enclosure held, the NPU maintained negative pressure throughout, or that fibres were not released beyond the controlled area.
In the UK, clearance air testing (stage 2 clearance) is a mandatory stage in the four-stage clearance procedure required after notifiable asbestos removal works under CAR 2012. In Australia, clearance inspections and air monitoring are required under the Safe Work Australia Code of Practice before a work area is cleared for reoccupation. In Spain, the competent authority requires post-removal verification under RD 396/2006 as part of the work completion process.
