Asbestos cooling tower panels are flat or corrugated asbestos-cement sheets used as structural and functional components in evaporative cooling towers. These panels served as side cladding, louvered air inlet panels, drift eliminators, top covers, and internal partitions within cooling towers used in power generation, petrochemical refining, HVAC systems for large commercial buildings, and various industrial processes. Manufactured from Portland cement reinforced with chrysotile asbestos fibres at 10 to 15 per cent by weight, these panels were valued for their corrosion resistance, structural strength, and ability to withstand the continuously wet, chemically aggressive environment inside a cooling tower.
Cooling towers containing asbestos-cement panels were manufactured and installed from the 1930s through approximately 1990, with peak production and installation occurring in the 1950s and 1960s during the global expansion of electrical power generation and heavy industry. Major manufacturers included Eternit, Johns-Manville, and CertainTeed. The panels were used worldwide, with particularly extensive installations in the United States, United Kingdom, Australia, Germany, France, Spain, Italy, India, and South Africa.
The unique hazard of asbestos cooling tower panels lies in the mechanism of fibre release. Unlike most asbestos-cement products that release fibres primarily through mechanical disturbance, cooling tower panels are subject to continuous water erosion. Cascading water flowing over and around the panels gradually wears away the cement matrix, freeing asbestos fibres that become entrained in the water system and in the drift, the fine water droplets that escape the tower into the surrounding atmosphere. Studies have documented elevated asbestos fibre concentrations in the air downwind of cooling towers with asbestos-cement components, and in the water basins and blowdown systems of these towers.
The environmental and occupational implications are significant. Workers performing routine maintenance on cooling towers, including cleaning basins, replacing fill media, inspecting structures, and performing seasonal shutdown and start-up procedures, can be exposed to asbestos fibres in both airborne and waterborne forms. Nearby communities may also be exposed through drift emissions. The water discharged from cooling towers with asbestos components can contaminate receiving waterways and soil.
Decommissioning and removal of asbestos cooling tower panels is a specialised operation that requires licensed asbestos abatement contractors with experience in industrial settings. The work typically involves draining and decontaminating the water system, erecting containment around the tower structure, carefully removing panels using wet methods and controlled cutting, packaging all asbestos-containing materials for disposal at a licensed facility, and conducting clearance air monitoring before the site is released. Replacement materials include fibreglass-reinforced plastic (FRP) panels, PVC components, and stainless steel or galvanised steel cladding.
