Asbestos Floor Backing Paper

Asbestos floor backing paper, also known as asbestos felt underlay, is a fibrous sheet material that was used as a substrate beneath resilient flooring products including sheet vinyl, linoleum, and carpet. Manufactured from the 1940s through to the mid-1980s, this backing paper contained chrysotile asbestos at concentrations often exceeding 50% by weight, mixed with cellulose fibres, fillers, and binders. It provided cushioning, moisture resistance, and dimensional stability to the finished floor.

This material poses a significantly higher risk than intact floor tiles because it is classified as friable, meaning it can be crumbled, pulverised, or reduced to powder by hand pressure when dry. Unlike non-friable asbestos materials where fibres are locked in a hard matrix, the fibres in backing paper are loosely bound and readily become airborne when disturbed. Even minor disturbance during flooring removal can release substantial quantities of respirable asbestos fibres.

Asbestos backing paper is commonly found in residential kitchens, bathrooms, hallways, and utility rooms where sheet vinyl or linoleum was the original floor covering. It is also encountered in commercial and institutional buildings including schools, hospitals, and government offices. The material was produced by major flooring manufacturers such as Armstrong, Congoleum, and GAF as an integral component of their flooring systems.

One of the most common exposure scenarios occurs when homeowners or contractors pull up old vinyl or linoleum flooring and discover the fibrous backing paper adhered to the subfloor. The paper may tear, crumble, and release visible dust. This residual backing is often difficult to remove completely, with fragments remaining embedded in adhesive on the subfloor. Scraping, sanding, or dry sweeping this residue creates dangerous fibre concentrations. Professional abatement with full containment, negative air pressure, and HEPA filtration is typically required for safe removal of asbestos floor backing.
