Asbestos Regulation in Cambodia

Asbestos is still legal in this country, though specific regulations usually govern its handling, worker safety, labelling and worker protection. Always follow local workplace and environmental safety laws.
Cambodia has not enacted a formal asbestos ban law. The government announced plans to ban asbestos by 2025, but as of 2026 no final legislation (Prakas or sub-decree) has been issued. Asbestos products, primarily corrugated roofing sheets imported from Thailand, China, Vietnam, and Russia, remain legally available. The third National Occupational Safety and Health Master Plan (2023-2027) includes the goal of banning all types of asbestos and establishing mandatory regulations for safe removal.
Corrugated asbestos-cement roofing is the dominant use, found on homes, schools, markets, and rural hospitals built before the 2000s. A 2019 survey identified asbestos in fibre-cement roofing, ropes, textiles, brake pads, gaskets, and insulation. An estimated 170 people die annually in Cambodia from asbestos-related diseases. The Ministry of Labour has worked with international partners including WHO and ILO on awareness campaigns and regulatory drafting.
