Stage 1: Pre-survey preparation — building records to gather
The quality of an asbestos survey is strongly influenced by the quality of the building information the surveyor has before they arrive on site. A surveyor working from a comprehensive set of historical documents can target their inspection more accurately, identify high-risk areas from construction records, and avoid unnecessary exclusions caused by inaccessible or locked spaces. Gathering the following information before the survey date is the building owner's most valuable contribution to the process.
- Original construction drawings and architect's plans: floor plans, elevations, section drawings and any refurbishment drawings, especially if the building was constructed or significantly altered between 1950 and 1990. These allow the surveyor to understand the building's structural system and identify where ACMs were typically specified.
- Previous asbestos survey reports and laboratory certificates: if any survey has previously been carried out, the report and all associated lab certificates should be provided. Even if outdated, previous surveys narrow the surveyor's work and provide a baseline for condition comparison.
- Maintenance and refurbishment history: documentation of works carried out since original construction — particularly to ceilings, walls, roofs, boiler rooms, service risers or floor surfaces. Works records may reveal where ACMs have already been removed, disturbed or encapsulated.
- Tenancy and occupation records: a plan or schedule showing which areas are currently occupied, which are vacant and any areas that are temporarily inaccessible. The surveyor needs to plan access to all areas in advance.
- Building services information: as-built drawings for mechanical and electrical systems, showing pipework routes, ductwork, plant rooms, cable trays and ceiling void systems. Essential for identifying potential pipe lagging and insulation materials.
- Any existing asbestos management plan, register or DTA: even if not fully up to date, any existing asbestos documentation should be provided to the surveyor before the visit.
- Access arrangements: a contact list for tenants, leaseholders or department heads who control access to different parts of the building, and confirmation of which areas will be accessible on the survey day.
Stage 1 continued: confirming scope and logistics before the survey
In addition to gathering records, several logistical and contractual matters should be confirmed in writing before the survey date:
- Confirm the survey type in writing: management survey (non-destructive, for occupied buildings in day-to-day use) or refurbishment and demolition survey (destructive, required before planned works). These are not interchangeable. If you are unsure which type is needed, ask the surveyor to justify their recommendation in writing before confirming the booking.
- Confirm the surveyor's individual qualification and the company's ISO/IEC 17020 accreditation number before the survey day. Verify the accreditation number on the national body's public register (UKAS, COFRAC, ENAC or equivalent).
- Confirm the laboratory: ask which laboratory will analyse the samples, confirm it is ISO/IEC 17025 accredited for asbestos bulk analysis, and obtain the laboratory's accreditation number.
- Confirm the sampling strategy: how many samples does the surveyor propose to take, and on what basis? Ask for a written sampling strategy that identifies the rationale for the number and location of samples.
- Confirm the report format and turnaround time: the report should include a full ACM register, annotated floor plans, photographs and laboratory certificates. Ask for a sample report from a previous job (redacted) so you can verify the format before committing.
- Notify occupants and staff in advance: inform building users that a survey will take place, that a qualified professional will require access to all areas including ceiling voids and service risers, and that some temporary disruption may occur.
Stage 2: On-site — what to look for while the surveyor is working
You do not need to follow the surveyor around the building, and doing so in a distracting way is counterproductive. However, having a responsible member of your team available throughout the survey day is important. That person's role is to facilitate access, answer questions about the building's history and observe that the survey is being conducted methodically. The following checks are appropriate for a non-expert observer:
- Does the surveyor carry and use a floor plan or building layout document to systematically record the location of each inspection and sample? A surveyor working without a documented plan may be missing areas.
- Does the surveyor take photographs of each suspect material before sampling? Photographs are a required component of the final report.
- Does the surveyor take samples using wet methods — dampening the material with a mist of water or wetting agent before cutting — to suppress fiber release? Dry cutting of suspected ACMs without suppression is poor practice.
- Are samples sealed immediately in double-bagged, labeled polythene bags with unique reference numbers linking to a chain-of-custody form?
- Does the surveyor access all agreed areas — including ceiling voids, service risers, roof spaces and plant rooms? If any area cannot be accessed on the day, it should be formally recorded as an exclusion in the report, with the reason and a commitment to a follow-up visit.
- Does the surveyor's approach to presuming vs. sampling match what was agreed in the scope? A management survey may presume some materials; a refurbishment and demolition survey should sample everything in the planned work zone.
- Is the surveyor working safely — not unnecessarily disturbing materials, not carrying samples in unsealed containers, not leaving sampling debris on surfaces?
Record exclusions in real time
If access to any area is refused, locked or physically impossible on the survey day, note this immediately with the time, the reason and the name of any person responsible for the restricted access. This information must appear in the survey exclusions section of the report. Unrecorded exclusions lead to gaps in the register that can become significant liabilities.
Stage 3: Reviewing the report — what a compliant report must contain
The survey report is the legally defensible document on which all subsequent management decisions are based. When you receive it, do not file it — read it. Check that every element in the following list is present before accepting the report as complete:
- Cover page with unique report reference number, survey date, surveyor's name, qualification number and the company's ISO 17020 accreditation number.
- A clear statement of the survey type and scope — the specific building areas covered, any areas excluded, and the reason for each exclusion.
- An ACM register listing every identified material (confirmed or presumed) with: precise location by floor, room and building element; material type; asbestos type; estimated asbestos percentage; quantity; condition; and the unique sample reference numbers linking to laboratory certificates.
- Annotated floor plans showing the location of each ACM and each sample point, preferably colour-coded by risk level.
- Photographs of each ACM in situ, cross-referenced to the register and floor plan.
- Original laboratory analysis certificates for every sample taken, from an ISO 17025 accredited laboratory, with the laboratory's accreditation number visible on the certificate.
- A condition assessment for each ACM using the Material Assessment Algorithm (UK HSG264) or national equivalent, with the total priority score recorded.
- Priority-ranked recommendations for each ACM: manage in place, monitor, repair, encapsulate or remove, with an indicative timescale.
- A statement of overall findings and key recommendations for the building as a whole.
- A signed declaration of independence and competence from the surveyor confirming no commercial interest in the remediation work.
Stage 3 continued: additional checks for refurbishment and demolition surveys
A refurbishment and demolition survey has requirements beyond those of a management survey. Before accepting an R&D survey report, verify:
- The survey was fully destructive in the planned work zone: walls were opened, ceilings were accessed, floor finishes were lifted and service voids were inspected. The report should describe the methods used to gain access to each concealed area.
- Every material in the work zone has been sampled — not assumed or presumed — unless there is a documented, technically justified reason for an exception.
- The work zone boundary is clearly defined and was confirmed by the commissioning client in writing before the survey.
- The report explicitly states whether the work zone is clear of ACMs or identifies any remaining ACMs that must be removed before work begins.
- The report is signed off by the surveyor before the planned refurbishment or demolition start date — not retrospectively.
Stage 4: Post-survey actions — what to do with the results
A survey report that is filed without being acted upon is not a management exercise. The following actions should be completed within defined timescales after receiving the report:
- Within 5 working days: read the report and identify any ACMs scored as high priority (score 29+ in HSG264 or national equivalent). For any high-priority ACMs, contact a registered removal or encapsulation contractor for an urgent assessment. Do not wait for the annual review cycle.
- Within 10 working days: notify all relevant persons of the survey findings — facilities management team, building maintenance contractors and any tenants whose spaces contain ACMs. The briefing should cover the location of each ACM, its condition and the precautions required before any work in the vicinity.
- Within 20 working days: produce or update the asbestos management plan incorporating the survey findings, condition assessments, recommended actions, re-inspection schedule and contractor notification procedures.
- Within the plan period: schedule and fund the removal or encapsulation of all ACMs recommended for action. For medium-priority items, schedule within 12 months. For high-priority items, within 3 months unless specialist advice confirms the material can be safely managed in the interim.
- Ongoing: add the survey report, laboratory certificates and any subsequent contractor reports to the building's permanent asbestos file. Set a calendar reminder for the next re-inspection date as specified in the management plan.
- Before any planned works: if refurbishment, maintenance or demolition is planned in an area containing ACMs, confirm with the surveyor whether the existing survey is sufficient or whether an R&D survey is required for the planned scope.
Common mistakes to avoid
The following are the most common avoidable errors that undermine the value of an asbestos survey and expose building owners to regulatory and health risk:
- Not preparing the building in advance: failing to unlock plant rooms, arrange access to roof spaces or notify tenants results in a significant proportion of the building being excluded from the survey. Every exclusion is a gap in knowledge and a potential liability.
- Accepting a single total price with no scope details: if you do not confirm the survey type, the areas to be inspected and the expected number of samples before the survey, you cannot audit the completed survey against its agreed scope.
- Commissioning the wrong survey type: a management survey on a building about to undergo structural refurbishment is inadequate and potentially illegal. A refurbishment survey on an occupied building with no planned works is unnecessarily disruptive and expensive.
- Not verifying the laboratory's ISO 17025 accreditation: a survey report is only as reliable as the analytical results underpinning it. An unaccredited laboratory's results cannot be relied upon legally.
- Filing the report without reading it: reports frequently contain follow-up recommendations, urgent action items or lists of areas excluded from inspection that require a re-visit. These are missed if the report is filed unread.
- Treating presumed ACMs as confirmed: presumed ACMs are not confirmed. In a refurbishment context, all presumed ACMs in the work zone must be sampled before disturbance. Failing to confirm presumed materials before building work begins is a regulatory and health failure.
The survey is the start, not the end
The asbestos survey is the beginning of an ongoing management process, not a one-time compliance exercise. A compliant building owner reviews the management plan annually, re-inspects ACMs on schedule, briefs every contractor before they start work, and updates the plan whenever conditions change. The survey report makes this possible — but only if it is acted upon.
